It is a jpeg.  But my question is also: why can't I use avatars that were fine in the earlier version?

Try changing the .jpeg to .jpg and see if it works.
Mike was having a conversation with somebody at the howl and explaining that the .jpeg wouldn't work.
I think.

Try it, if it doesn't work we can wait and find out what Mike actually said.
